As losses mount in lower federal courts, President Donald Trump has returned to a tactic that he employed at the Supreme Court with remarkable success in his first term.

The Justice Department submitted multiple filings with the Supreme Court that accused federal judges of abusing their constitutional powers, while lower courts criticized the Trump administration’s expansive view of presidential power.
