U.S. President Donald Trump on Monday signed executive orders declaring illegal immigration at the U.S.-Mexico border a national emergency, designating criminal cartels as terrorist organizations, and targeting automatic citizenship for U.

The orders include declaring a national emergency to deploy military personnel to the border, suspending refugee resettlement and ending birthright citizenship.

“Today, I will sign a series of historic executive orders. With these actions, we will begin the complete restoration of America, and the revolution of common sense,” said Trump, who at midday Monday became only the second U.S. president to serve nonconsecutive terms, after Grover Cleveland in the late 1800s.

The Senate approved a bill known as the Laken Riley Act, which is aimed at expanding the federal government's mandate to detain immigrants who are in the country illegally.

The U.S. Senate has passed the Laken Riley Act in a 64 to 35 vote. The bill requires federal immigration authorities to detain illegal migrants, who are accused of theft-related crimes. The legislation is named after a Georgia nursing student who was killed by an illegal immigrant.
